They're not killing them yet, you mean. And while the government may not be rounding us up into camps yet, that doesn't stop neighbours and local vigilante groups from taking the registered mutants out on their own.
Of course, that isn't the government's job to stop, now is it? It's not as if government was put in place to protect the people, after all. As long as the majority is happy, why not disenfranchise the minority?
